My digital humanities class is working away on our zine union catalog
project. The step we're on now is building a data management plan

(pdf). One of the questions is about ownership and use/reuse of data.
My assumption is that folks expect their catalog records to be essentially
Creative Commons licensed--that anything that is made public in the catalog
is open for reuse. Did I make an ASS out of U and ME?

That makes sense to me. I'd be curious to see how attribution plays out
here. It may be useful to know that with the initial ingest which
organization/library initially created a record.
I'll double check w/Chris, but I can't think of any reason why we
wouldn't want our data to be re-used.

I would think that in the end a participating library would be allowed
to select from a number of licenses for their records, while the core of
the system would be covered under a GPL, CC or ODbL license (depending
of if it's code, content or the database/database schema).
The records would indicate the license and in some cases we'd have
multiple records for one zine each using a different license and the
data could be organized by that if someone wanted to export/reuse?

I am under the impression that most metadata is not copyrightable due to being facts. This doesn't apply to descriptive text, just individual pieces of metadata. I could be wrong!

Because the records are a commodity for the vendor, there might be an
agreement with the institution not to share them outside the library's
catalog. I don't see this being a very likely scenario with zines, however.

OCLC member shops like mine (who would probably have some metadata originating from WorldCat in any submissions to ZUC) would have to submit metadata in observation of the WorldCat Rights and Responsibilities for the OCLC Cooperativehttps://www.oclc.org/en/worldcat/cooperative-quality/policy.html. OCLC requests attribution via ODC-BYhttps://opendatacommons.org/licenses/by/. My read is that third-party users/services with whom WorldCat data is shared are requested to attribute as well.
