I did watch this, but did the thing where I tried to get other stuff done at the same time, and I feel like I missed a lengthy bit about using drupal to create rdf, so I may try to give the recording another go when I'm paying more attention. The speakers were coming from a global development perspective, so low resource went beyond lack of institutional funding/support, covering data storage/query considerations when electricity or internet access was inconsistent or prohibitively costly (e.g., federated vs aggregated searching).
